WELCOME, Selamat Datang to Penang, the Pearl-Of-The-Orient (which has lost its shine, and we hope the new state government will have enough resolve to bring back the shine!) ... and the only resource will be being "tough" on the people of Penang who have laid back for too long, tolerating:
